Independent Educational Evaluations in New Mexico

New Mexico campuses run a Student Assistance Team and a Multi-Layered System of Supports before special education. An IEE is not another SAT layer. It is a full evaluation by someone the district does not employ — usually a PED-licensed educational diagnostician in Albuquerque, Santa Fe, Las Cruces, or Los Alamos.

SAT is not the evaluation

SAT here means Student Assistance Team, not the college exam. MLSS layers can add interventions for months. Parents can still request an initial special-education evaluation at any layer. A SAT file of probes and layer notes is not a cognitive-and-academic battery, and it is not something an IEP can treat as eligibility.

Once the district has tested and you disagree with that battery, the next document is an independent educational evaluation — not a request to “stay in SAT a little longer.”

How public funding works

Put the disagreement in writing to the special-education director. Name the district evaluation you reject. Keep the letter. Under IDEA the district pays for an IEE or files a hearing to stand on its own testing. They can share evaluator criteria. They cannot sit on the request.

Rural districts sometimes route evaluations through a Regional Education Cooperative. The IEE letter still goes to the district that did (or failed) the evaluation, not to PED in Santa Fe.

Paying yourself remains common in APS and smaller districts alike — shorter calendar, a twice-exceptional question the SAT never opened, or a report the district battery left blank. Parent-funded does not make the IEP optional. The team still has to consider it.

Who is licensed to do this

The people parents actually hire are educational diagnosticians licensed by PED, sometimes also licensed as school psychologists. That is the New Mexico independent-testing market. Clinic neuropsychologists in Albuquerque write thorough reports; ask whether the recommendations page is built for an IEP, not only a medical differential.

If the listing is a CALT or interventionist, that person may remediate reading. Confirm they will also sign a comprehensive evaluation if what you need is eligibility language.

Cost and wait

Private comprehensive evaluations in New Mexico typically land around $750–$2,000. Market range, not a quote. Ask what the battery covers, whether the written report is in the number, and whether they will attend the IEP.

A few weeks if they are taking clients. District-only calendars, especially outside Albuquerque, can run much longer. Distance matters: some diagnosticians travel; some do a hybrid intake.

At the IEP table

Send the report to the diagnostician or special-education coordinator before the meeting. Bring paper. Ask the team to consider named findings — SLD, dyslexia, 504 versus IEP — not to “review outside papers.” If you requested an IEE after disagreeing with the district evaluation, say so. Consideration is the requirement.
