Functional Behavior Assessments in Texas

This answers function, not fluency

A functional behavior assessment looks at what happens before and after the behavior, in the setting where it shows up. Escape from work. Attention. Access to something. Sensory relief. You should walk out with a hypothesis you can act on, not a lecture about “choices.”

Office referrals and a “be respectful” contract are not an FBA. Neither is a one-hour clinic intake with no classroom observation. If the campus already has a thin FBA, or none, parents pay privately so the next ARD is not guessing.

The BIP is why you paid

The FBA should feed a behavior intervention plan: replacement skills, adult responses, data the campus can actually collect. A 20-page narrative with no usable plan is a wasted fee. Ask, before you book, whether they write BIP language a Texas ARD can adopt or adapt.

You can still need academics. If the blow-ups start when the worksheet is unread, you may also need a learning evaluation. That is a different booking. Do not ask an FBA to diagnose dyslexia. Do not ask a reading battery to explain elopement.

Not the same thing as an IEE

An independent educational evaluation is a second opinion on the district’s evaluation as a whole — cognition, achievement, eligibility. An FBA is a targeted look at behavior. You might request both. Who does this privately in Texas

Families usually hire a Licensed Specialist in School Psychology (LSSP) working in private practice. Some educational diagnosticians will partner or refer when the referral is behavior-first. Ask who will observe, how many settings, whether they talk to the teacher, and whether they will join the ARD.

Observation is the job. If a practice only scores rating scales from the waiting room, keep looking. You want school-facing recommendations, not a clinic-only summary the assistant principal cannot use.

How it shows up at the ARD

  • Send the FBA and draft BIP language before the meeting. Do not drop it on the table.
  • Name the target behaviors. “Acting out” is not a target.
  • Ask the committee to consider the function and the replacement skills, not to “look at some behavior stuff.”
  • If discipline or a change of placement is already in motion, say that at intake so the writer knows the audience.

Fees and timing

Private comprehensive work in this Texas market typically lands around $800–$2,500. That is a market range, not a quote. An FBA with observation can sit at a different point in that band than a full academic battery. Confirm observations, interviews, the written FBA, BIP recommendations, and whether ARD attendance is extra.

A few weeks is a fair private timeline if they have an opening and the campus will let them observe. Gatekeeping on observation is a real delay. Ask the evaluator how they handle a campus that stalls.
